The Control of Asbestos Regulations 2012, Regulation 4: The duty to manage asbestos in non­-domestic premises states that the responsibility for asbestos management lies with the dutyholder.

There are two survey options available:

Management Surveys

The purpose of a Management Survey is to help locate and manage Asbestos Containing Materials (ACM's) during the normal occupation and use of premises. Only a qualified and competent surveyor should carry out a management survey.

The survey must locate ACM's that could be damaged or disturbed by normal activities, by foreseeable maintenance, or by installing new equipment. To make a material assessment, minor intrusion and minor asbestos disturbance are required. This shows the ability of specifically identified ACM's to release fibres into the air if disturbed. It informs the client of the presence of ACM's and the prioritisation of any remedial work required to maintain the ACM's integrity and minimise the potential risk of asbestos exposure.

Refurbishment/Demolition Surveys

A Refurbishment/Demolition Survey is legally required when the premises, or a specific part of it, is being upgraded, refurbished or demolished. A competent surveyor must be appointed to complete Refurbishment/ Demolition Surveys.

The survey must locate and identify all Asbestos Containing Materials (ACM’s) before any structural work begins at a stated location or on stated equipment at the premises. This involves destructive inspection and asbestos disturbance. The area surveyed must be vacated and certified 'fit for reoccupation' on completion of the survey.
